Brain-dead nitwit pulled out from side street onto M39 SB ramp as i was coming in. Somehow managed to lock up brakes and not rear-end him, but idiot was completely oblivious to what happened. He then went right on Ford and turned behind Red Robin. His license should be revoked, handicap plate or no. I called local cops. Damn fool.
