Driverin the right lane of I 95 signals to change lanes while I am near the blind spot in the middle lane, or a little ahead, I honk, and repeatedly honk, but driver ignores my honking and cuts in front of me, not caring what would happen. This driver thinks using a turning arrow gives him automatic permission to change lanes. Driver is a hazard to himself and others.
