Left Lane Blocker. Male driver of blue Honda Civic. Appeared to be on cell phone. On MN-610, stayed in left lane doing 60 in a 65 while traffic piled up behind him. Once he reached the jct with MN-252 and the roadway widened to four lanes, he increased his speed to 70. As the routes diverged and the roadway became two lanes again, he reduced his speed to 60 and resumed being a traffic obstruction.
