Driver exiting Blue Jay Drive turning south on 108th pulls in front of approaching traffic leaving only time to hit the brakes hard. The driver then proceeds to travel at 15 MPH under the posted speed limit. For the next two stops the driver failed to use turn signals repeatedly.
