Details

Pulls out from Cocoa Ave onto Blue Angel Parkway and only goes one block before turning left. Blue Angel Parkway is a two-way 45mph highway. There are some center turn places but not many and there is none at the turn he stopped at. So he pulls out into faster traffic to go one block and then stop for a left turn causing traffic behind him to slow a lot.

assuming you mean a turn from cocoa drive onto blue angel south (rt 173), then the first left does indeed have a turning lane. Where there are no distinct left turn lanes, there is only a dashed yellow line, allowing left hand turns from the southbound lane. The only way to make an illegal left on that road is to cross into a private driveway, as there are no line breaks at any of those.

No, I'm not saying he did an illegal turn. I'm saying he pulled out in front of faster traffic only to go a short distance before slowing down and stopping to wait for an opening for his left turn onto Godwin Lane. The road is wider for left turning at Winchester Drive but narrows back to 2-way BEFORE Godwin Lane. So there is not a left turning lane at Godwin, only at Winchester. The road shoulder is well-worn from many cars going off the road a bit to go around southbound drivers waiting to turn left at that spot. When you drive thru that spot again, perhaps you will see what I mean. Cheers!
