This is a very dangerous driver - tailgating, no regard for joggers or people walking on the side of neighborhood streets, definitely not going the 25 mph posted speed limit and complete disregard for stop signs. Windows of the car were tinted so could not tell if the driver was also on the phone (would not be surprised).
