Why did the pass happen "before one can react?" Do I really even need to say it? The driver who was the victim here was camped obliviously in the left lane, not paying attention, and the inevitable and direct result was this aggressive right lane pass. The brake check afterwards was completely wrong. It's best to just honk at such people to try to give them a clue, not jam on the brakes.
