This fool was driving 10 miles below the speed limit on 31S between Tanner and past Calhoun College. That would be okay if hadn't insisted on staying in the left lane. Many drivers gave him an opportunity to get into the right lane, but NOOOOOO he's so special he needed to stay in left lane during morning going to school/work traffic. You can immediately spot him because he has a work truck that is an odd grey color. It looks as if he took a can of spray paint and painted his truck.
