Details

So I'm driving down the road and see this guy in the left lane with his hands on the celing of his roof. I think its interesting..then 30 seconds later his hands are up again and the truck in front of him slows down so he brings one of his hands partway down and then puts it back up on the celing. Ten seconds later the truck in front of him slows down quickly and the idiot comes within a food of rear ending him... Hands on the wheel dumb@$$!

What it looked like was that he was laying his arms out for the sun (it was a wicked cold day and the sun at that time was warming up my car and body quite well)...there was noone else in the car

cedar rapids is a completely other beast when it comes to driving. youve got the city dwelers there who know how things go on the roadways, and then there are the small town folks who just wanna fiddle around and get in the way of everyone else. sorry but i dont know how else to put it. as far as the hands in the air thing, stupid as it may be, ive seen worse. hang in there im pullin for ya!

Perhaps he is so used to hearing "hands up" that is what feels most comfortable to him.
