To "Hazard" a driver is to warn them of a physical hazard that their vehicle exhibits.

  Watch the beginning of the video. I suspect there is more prior to the start. You’ll notice just as they’re beginning to pass the first time the Camry driver applied brakes. Besides, why would someone shoot video at that point unless there was a reason? We’re getting half the story.
