To "Award" a driver, is to say thanks to a driver for showing courtesy and thoughtfulness.

To "Flag" a driver, is to warn a driver of his/her rude and/or careless behavior that you have witnessed.

To "Wink" at a driver, is to send a flirtacious message to a driver you've encountered.

To "Hazard" a driver is to warn them of a physical hazard that their vehicle exhibits.

KY State Snow Removal Truck Sitting Dormant

 As I brought my not feeling so well wife to work on 02-10-2012 @ 21:45pm, On 27 south at just over the Harrison/Bourbon County line sat a heavy Kenworth KY State Salter/Snow Removal Dump Truck With Amber & Red Lights Flashing & License Plate #A03257 with the Company name "BMC Contracting - Mt. Sterling KY" Just sitting on the side of the road.
At 22:01 I dropped her off at work in a good snow shower that cut down visibility but was not sticking to roadways as it was still 33º and still too warm.  As soon as she got in she told her manager she had a tooth removed that day and was somewhat incapacitated due to pain medicine and asked if she could just turn around and go home. 
She was told she could not leave until 02:30am 02-11-2012 because of restrictions, so I said "Fine I will pick you up at 02:31am and headed homeward. 

Upon my return to the same area headed northbound at 22:28pm on 02-10-2012, the same truck [
a heavy Kenworth KY State Salter/Snow Removal Dump Truck With Amber & Red Lights Flashing & License Plate A#03257] was still sitting there with it's engine running and all the lights still flashing. I thought to my self is this guys truck maybe broke dawn? Maybe he is waiting for someone to come get him up and running?
Well 02:05 rolled around and I check the waether map online and
it showed that the tail end of it would be coming through at around 03:00-03:30am, then I began to head back to pick her up and passed the same [heavy Kenworth KY State Salter/Snow Removal Dump Truck With Amber & Red Lights Flashing & License Plate #A03257] still sitting in the same exact spot.  As I passed him at 02:14, I had many thoughts going through my mind and said to myself "If that truck is still there on the way home I am going to check it out and make sure everything is OK?"
I got to my wife's work at 02:28 and it was still snow showering with limited visibility but it still was not sticking to the roadways even though the online temp was 31º on the Weather channel Desktop Map.
She got into the vehicle at 02:35 and we were headed back to the house and on the way I told my wife about the truck sitting there and said" If it is still there, I am going to make sure the driver is OK?
She said fine.
We got to that same EXACT spot again at 02:49 and there he was, so I pulled over to his side facing his truck. As I approached his truck, he open the drivers door and I said are you OK? he said "YES". I asked him "Are you Broke down, or waiting on someone?" He said "Nope, Just waiting for it to snow!"
I got pretty angry at that!
I said So you are just sitting here basically waiting for the snow to stick to the ground before you do anything?" He relied "YEP, But I got me an ALE 8!!"
I said "Who contracted you, The State?'
He Replied "YEP"!!
I said "So my taxes are paying you to just sit here on the side of this State Highway 27 South?"
He replied "YEP"!
I said "well I am going to take your Plate #A03257 Listed to BMC Contracting out of Mount Sterling KY. down, and your contractor info and inform Steve Beshears Office Monday morning of how you think it is OK that our state taxes are being squandered on sub-contractors like yourself who only care about the large sum of money you be getting in your state paycheck for doing absolutely nothing!!!"  I also informed him (The Driver), that "he could at the very least be laying down some salt that his truck was equipped with" on the rear end.
I said "Fine sir, have a good day and I hope that you can live in good conscience by knowing that your work ethics are in tip top condition. God Bless you." and I left at 02:54am.
